Agree entirely - I never go to Kvatch until my character is at least level
24 or 25. If for no other reason that getting lesser Sigel stones other
than transcendent is a waste of time IMO. So I wander around, go to the
Shivering Isles, investigate some mods (like Obscuros Oblivion Overhaul) and
just do side-quests or guild-quests. So while your opponents inside Kvatch
(and the consequent sigel gates / towers) are much harder, your characters
equipement and abilities are much more able to match the increased
difficulty.
Plus it's more fun to explore the neighborhood without all those ugly gates
popping-up everywhere.
