I thought I'd see if I could run a toon with "limited" magical ability
- who can enchant items, use scrolls, etc., but can't actually cast
spells. Is there a way to level up a skill without actually using it?
For instance, Soul Trap is a Journeyman spell. Can Mysticism be
brought up to Journeyman without casting Mysticism spells? Thanks for
any help.

Sorry; I meant Weakness to Magic, not Soul Trap.

Try getting a sword or bow enchanted with the spell. Umbra is one such
sword. Casting the spell wastes valuable fighting time.

Same answer, get a sword, bow or staff enchanted with the spell.

So using an enchanted item counts toward raising the skill level in
that enchantment's school? I didn't know that; I thought magic was
raised only by casting. Does wielding an enchanted sword raise both
the enchantment's school AND your Blade level?
I do love the Internet!

No! The OP did not want to raise the magical skill level. He wanted to
use the skill without raising the level.

It is.

No. It saves having to raise the skill level before being able to use
the spell.

Except I AM the OP, and what I asked in the example was, "Can
Mysticism be brought up to Journeyman without casting Mysticism
spells?" I wanted to know if a character, who couldn't cast, could
still progress as a magic-user so as to use higher and higher spells.
I was thinking of imposing an artificial limitation on the toon - he
had magic and could enchant, but just couldn't cast. (Sort of what
you might find in a fantasy story - in a world of magic-users, one
born "crippled" goes on to become a hero by other means.) But now I
know he wouldn't be able to create powerful enchantments, requiring
Destruction 50 or higher, for instance, because he couldn't get higher
than Apprentice.

That's the way I should have phrased it at the start, I guess. Thanks
for the help.
