Is anyone able to furnish me with the location of the key for the
Cellar which the Broken Steel .esm adds to one of the houses in
Springvale, please?

You cannot enter the Cellar without that key and I'm curious.

You gain access to the cellar when BOS is activated after
finishing the main quest. It's a side quest for BOS, you'll meet
a fanatic which you get the key off of.

FALLOUT 3 - Further DLC's - 'Point Lookout' is coming out June 23rd. And 'Mothership Zeta' is scheduled for a late summer release. Both like 'Operation Anchorage' or 'The Pitt', ie... no increase in levels and can be played at anytime during the game. So say Fallout Home Page...
