More like a first-person RPG. You control the character, and it's
development, but the action normally does not stop while you decide what
to do.

Yes. |

There's a number of Fallout games and I've only played Fallout 3 which I
would call mostly a sandbox realtime RPG which plays like FPS. The older
games are turnbased.

I know Fallout 3 does.
Have a look here: http://fallout.wikia.com/wiki/Fallout_Wiki , more info
then you can shake a Repellent Stick at. |

It's a mission based FPS with very high levels of custumization.

Runs fine for me. |

1. It IS a fps with turn based (basically just a PAUSE while you target
body parts on the enemy) elements when (if) you go into VATs (the optional
targeting system). You do not have to use VATs, so you can use your weapons
just like a normal fps if you like. Only real fps lacking thing is the way
you switch between weapons. You have to manually go into your inventory and
equip each weapon you want to use (unless there's some other way I'm not
familiar with), which can get tedious.
2. Yes, it will run on Vista...I actually ran it on Vista, then I switched
to Windows 7 RC1 (also works great)

You have up to 8 "hot" slots that can be selected by pressing 1 to 8. I
have my most common weapons in 1 to 7 with 8 used for stimpacks.

If you have the right video card, of course. Not just any Vista will
do. |
